Casino Question on Colorado Ballot Passes
Originally published: November 1, 2020
Written by: John Mehaffey
Update 11/4/2020: The ballot question that allows for higher bet limits and larger game selection in Colorado casinos has passed. The charitable-gaming question is losing.
Previous story
There are two ballot questions on the November 2020 ballot pertaining to gambling. The first covers casinos in Black Hawk, Central City and Cripple Creek. The other is related to games of chance operated by state charities.
Colorado requires 55 percent of voters to vote in favor for a measure to pass. This is typical of all constitutional amendment ballot questions in the state.
Colorado Amendment 77 would eliminate two limits imposed on casinos by existing language in the state constitution. The state’s bet limit stands at $100 today. The constitutional amendment would strike that language and permit bets of any size in Black Hawk, Central City and Cripple Creek.
Another part of the proposal would drop the table-game title limits. Currently, craps, roulette and card games that require some skill are allowed. If approved, games such as baccarat and Casino War could be dealt in Colorado casinos. Currently, table games of luck may only be dealt electronically. Video baccarat is available in Black Hawk and Cripple Creek.
If approved at the state level, local referendums would then be required in the state’s three casino cities. Each would be independent of the others, meaning it could get approved in one or two but not all.
The earliest that the removal of bet and game limits could go into effect is on May 1, 2021. Sports betting and poker tournaments are exempted from the current $100 bet limit.
Under the Indian Gaming Regulatory Act (IGRA), the state’s two tribal casinos would also be able to raise bet limits and expand games, regardless of the outcome of local elections, should the referendum be is passed by voters on Tuesday. This is the same federal law that permitted tribal casinos when Colorado voters approved gaming in Black Hawk, Central City and Cripple Creek.
Charitable gaming constitutional amendment
Colorado Amendment C covers charitable-gaming operators. If affirmed by voters, it would lower the number of years, from five years to three, that a charity must exist before getting licensed for gaming. Amendment C would also allow charities to pay workers minimum wage. Today, those that work a charity bingo or raffle must volunteer time; no payment of any kind is permitted under current law.
Table Games in Black Hawk and Central City Closing

Gilpin County officials have ordered table games to temporarily close in Black Hawk and Central City to slow the spread of COVID-19 in the area. This will occur by 8am on Friday, November 13. The closure includes all live table games including blackjack, craps, roulette and Three Card Poker. It also covers the three poker rooms in Black Hawk.
The Colorado Department of Health and Environment sent a letter to Gilpin County leaders on November 10 noting that COVID-19 infections had tripled in the county over the last few weeks. This caused the state agency to move Gilpin County to Dial Level Yellow.
This elevated level requires the closure of live table games at casinos. The county also announced a last call for alcohol at 11pm nightly. These requirements will be in place for at least two weeks to protect public health.
Casinos are permitted to remain open with limited games available, including slots, video poker, video keno, electronic table games and sports betting. Restaurants may operate with restrictions.
Most casinos have not commented on the situation. However, Lodge Casino made a statement on its Facebook page wishing its guests and employees well:
We are sad to say that starting this Friday at 8am we must close table games in order to comply with the Gilpin County guidance in connection with Colorado Department of Public Health and Environment on increased operational restrictions. Our table games employees and guests who enjoy those games are tremendously important to us, and we look forward to bringing them back as soon as we are able. Please, for everyone’s safety, wear your masks, follow social distancing rules, and wash your hands often as we are all in this together.
Black Hawk and Central City join Cripple Creek in closing table games. The ones in Cripple Creek have been closed since March.
One Colorado casino is still dealing table games
The Black Hawk and Cripple Creek table closures leave Ute Mountain as the only Colorado casino dealing live table games. Ute Mountain offers blackjack, roulette, Three Card Poker and Ultimate Texas Hold’em. The pit at Ute Mountain Casino is open from noon to midnight daily. Colorado Advantage has confirmed this status with a representative.

Casinos in Gilpin County will be able to reopen some table games starting today, February 10. The only permitted games at this time are live poker, craps, roulette and blackjack.
Live table games in Black Hawk and Central City have been closed since November 13 due to spiking Covid-19 cases in the area. Slots, video poker, sportsbooks and electronic table games remained open during this time.
There are safety protocols that casinos must follow at table games. These include seating restrictions. Blackjack tables may only have three seats. Roulette may have five. There may be no more than three players on each side of a craps table. Poker tables are six-handed max.
Masks are also required on casino floors. Players are encouraged to sanitize hands when entering a game. Dice are cleaned after each shooter finishes a roll. Tables are sanitized after guests leave.
Announced Black Hawk table game reopenings
Local casinos started announcing the news over the weekend. It started with a tweet from the Golden Gates poker room, that stated its cash games and tournaments will return at 9am on February 11. Table games there and at Mardi Gras Casino will also open at that time.
Isle Casino opened its table games on February 10. Its poker room has not yet reopened. This post will be updated when it does.
Ameristar announced on its Facebook page that craps, roulette and blackjack will reopen at 2pm on February 11. The poker room does not have a reopening time yet. Monarch Casino will reopen its table games at 9am on the same day. However, roulette will remain closed. Lady Luck will bring its pits back on February 12.
Announced Central City table game reopenings

Century Casino in Central City will reopen its pit on February 12. Roulette will only open on weekends unless there is a spare blackjack dealer to move to the table.
All casinos in Black Hawk and Central City were permitted to move last call back to midnight. It was previously 10pm.
Announced Cripple Creek table game reopenings
Table games in Cripple Creek reopened on February 11. Century Casino in Cripple Creek announced that table games are allowed to open in that city at that time. Other casinos quickly followed. These have been closed since March. The Midnight Rose poker room is still closed.
Colorado Advantage offers a directory of table games in Colorado. This includes a section dedicated to blackjack and one for live poker rooms in Colorado.
Colorado Casinos Add New Games, Say Goodbye to Bet Limits

Today is a big day for Colorado casinos. The $100 bet limit is a thing of the past. Casinos may set their own maximum bet at games. The limit on the types of games permitted is also gone, opening the door for new games of luck.
The biggest change is the introduction of baccarat to pits in Black Hawk and Central City. We have found the game at Ameristar, Grand Z, Isle Casino, Lodge Casino and Monarch. Bet limits in some casinos were increased to as much as $10,000. Many baccarat tables were placed in new high limit table game rooms. We have yet to find any Cripple Creek casinos with baccarat, though some casinos did raise bet limits.
The dropping of game limits also permitted Grand Z to add Pai Gow Poker to its selection of Colorado table games. Lodge Casino in Black Hawk was previously the only casino in the state with Pai Gow Poker.
While baccarat is the most important game that was added with the new rules, there will be others. Bingo and keno rooms will hit Colorado casinos in the coming months.
Colorado casinos are excited about the new rules. Operators expect to attract some high limit players that previously had to go to Las Vegas to gamble more than $100 per hand. The increase in bet limits is expected to create more jobs, tax revenues, and visitation.
We are working to gather minimum bets and all new game installations. We will add it to the Colorado Table Game Survey once we have that information.

Live poker returns to Cripple Creek. The Midnight Rose poker room has reopened. It had been closed since the pandemic started.
Management at the Triple Crown Casinos previously told Colorado Advantage that the poker room was permanently closed. Before this announcement, no Cripple Creek casino dealt poker. The news was first reported by Rob Solomon.
Only cash games are available at Midnight Rose. It has no tournaments. Before the pandemic closure, there were tournaments on Fridays, Saturdays and Sundays. There are eight tables in the Midnight Rose poker room.
The poker room at Midnight Rose has limited hours. It is open Friday, Saturday and Sunday from 10am to 1:30am. It is dark Monday through Thursday.
During its previous run, the Midnight Rose poker room opened at 10am Wednesday through Sunday. It was dark on Monday and Tuesday.
The Bally’s poker room in Black Hawk remains the only Colorado poker room that deals tournaments. The other three poker rooms in Colorado are at Ameristar, Lady Luck and Monarch. All are in Black Hawk.
The Triple Crown Casinos website says that the poker room will deal no limit hold’em. This game was not legal in Colorado the last time the Midnight Rose poker room was open. The buy-in amounts for these new games are not posted on its website or in Bravo Poker.
The old poker room dealt spread and fixed limit hold’em. It had a special day for spread limit seven card stud. There was a 5/10 Omaha hi/lo game on Saturdays. It does not appear, based on information provided by Midnight Rose, that these games have returned.
What to play at Triple Crown Casinos when the poker room is closed
The return of poker to Triple Crown Casinos increases its gaming amenities. Slots, video poker, live table games, electronic table games and Colorado mobile sports betting are all offered by the property. BetRivers is its sportsbook partner.
The table games at Triple Crown are dealt at the Brass Ass. There are nine tables. Games include blackjack, Double Up Blackjack, baccarat, craps and double zero roulette. Blackjack uses six decks, hits soft 17 and allows double down before and after splitting. The minimum bet for table games is usually $10.
The electronic table game selection starts at a quarter minimum bet for double zero roulette. Other video tables include $1 craps, $2 blackjack and $5 baccarat.
The best video poker that we found at Triple Crown Casinos is upstairs at Midnight Rose. Options include 8/5 Bonus Poker, 9/7/5 Double Bonus, 9/6 Double Double Bonus and 15/9 Deuces Wild. The denominations are quarter, half-dollar and dollar. You can also find 8/5 Bonus Poker at Brass Ass.

The men’s NCAA Basketball Tournament starts this week. The brackets were just revealed. One Colorado college team made the cut.
Coloradans can legally bet on any game. This includes the Colorado State Rams. That team made the number six seed in the South regional. Its first opponent is the Michigan Wolverines.
Sports betting is legal in Colorado. Retail, mobile and online sportsbooks are licensed through casinos in Black Hawk, Central City and Cripple Creek.
Colorado permits betting on college point spreads, totals and other team wagers. This includes in-state teams, something a few other states do not permit. Colorado State may be bet to win its region and to cut down the nets at the Final Four.
Colorado sportsbooks offer free bets and other bonuses
If you are thinking about betting on the NCAA Basketball Tournament, there are great offers that you can take advantage of right now. The largest bonus involves making a first deposit. If your first Caesars Sportsbook bet wins, you don’t receive the bonus. However, you can cash out the winnings without having to worry about the outcome of another game.
BetRivers $250 bonus
BetRivers is another Colorado mobile sportsbook that has free bet offers. New players receive a 100% up to $250 first deposit bonus. The wager requirement is equal to the amount of the deposit.
That makes it like a free bet that replaces a losing one. What makes the BetRivers offer better than a free bet is that you can divide it among many wagers. Your bets also do not need to lose to receive the bonus.
How to make a Colorado mobile sportsbook account

Denver Broncos Betting Opportunities for the 2022-23 NFL Season
Originally published: July 22, 2022

The Denver Broncos are entering the new season with a renewed team and goals. Denver is playing in a very difficult AFC West. However, they have made improvements to try and compete for a playoff spot. The Broncos are coming off another disappointing campaign in the 2021-22 season, but will look to bounce back early in this season.
The Broncos are listed as the 3rd best odds to win the AFC West, but are in the top half of the NFL in Super Bowl odds. Denver is in a division with the Kansas City Chiefs and Las Vegas Raiders, who are both coming off postseason appearances. The Los Angeles Chargers finished one game away from the playoffs a year ago and have bolstered their own roster this offseason.
Denver made some huge offseason moves in adding Russell Wilson, D.J. Jones, and Randy Gregory. The Broncos also kept a strong defensive core together, which was their strength throughout last season. Denver will look for their revamped offense to lead them back to the playoffs for the first time since they won the Super Bowl in 2015.

FanDuel | DraftKings | BetRivers | Caesars | BetMGM | |
---|---|---|---|---|---|
Super Bowl Odds | +1700 | +1600 | +1700 | +1600 | +1600 |
Conference Winner Odds | +850 | +850 | +850 | +850 | +850 |

Win Totals | Over 10 ½ (+135) | Over 10 (-120) | Over 10 (-110) | Over 10 (-110) | Over 10 ½ (+125) |
The Broncos are listed at FanDuel and BetRivers at +1700 to win the Super Bowl this season, which has the best value in that category. All five of our partner online sportsbooks in Colorado have Denver listed at +850 to win the AFC Championship next season, which is fourth highest in the AFC.
BetRivers also has the best value on Denver to win the division, with them listed at +270. The Broncos win total varies between 10 to 10 ½ wins. BetRivers and Caesars are both listed at the best over value at -110, while DraftKings has the best value on the under at under 10 for +100.
Denver Broncos 2021-22 season review
The Denver Broncos finished last season with a record of 7-10, which had them sitting in last place of the AFC West. Denver struggled without consistent play at the quarterback position. The Broncos had Teddy Bridgewater start 14 games on the season, going 7-7. Drew Lock started the other 3 games, earning an 0-3 record.
Denver also struggled heavily in divisional play, going 1-5 in those matchups. The Broncos only divisional win came against the Los Angeles Chargers, who have also improved in the offseason. Despite having a losing record, Denver outscored opponents 335-322. The Broncos had a top 10 defense in points against, yards against and touchdowns against.
Improved offense
The Broncos offense looks much stronger entering this season with Russell Wilson starting at quarterback. Wilson threw for 3113 yards, 25 touchdowns and 6 interceptions last season, earning his ninth Pro Bowl nod. Wilson will also look to strive as he enters a much stronger offensive team this season.
Denver boasts a strong supporting cast on offense for Russell Wilson to enter. The Broncos have a wide receiver core consisting of Courtland Sutton, Tim Patrick and Jerry Jeudy. Sutton and Patrick both had over 700 receiving yards last season despite a weaker passing offense. Jeudy finished just shy of 500 yards in his rookie season.
The Broncos kept their two heading running game with Melvin Gordon III and Javonte Williams. Gordon rushed for 918 yards with 8 touchdowns last season. Williams added 903 yards and 4 touchdowns in his rookie year. Wilson also adds some scrambling ability to this offense, rushing for 4.3 yards per attempt and 2 touchdowns last season.
Strong defense
Like many Broncos teams in the past few seasons, Denver has built another strong defense. The Broncos added onto that defense this offseason, signing defensive end Randy Gregory from the Dallas Cowboys and Defensive Tackle D.J. Jones from the San Francisco 49ers. These two will join a front seven that already includes Dre’Mont Jones and Bradley Chubb.
Denver’s secondary looks solid as well, despite losing multiple cornerbacks from last season. The Broncos still have Justin Simmons at free safety. He will be joined by Kareem Jackson, who is coming over from the Houston Texans. Patrick Surtain II and Ronald Darby will man the top two cornerback roles as well entering this season.
The Broncos finished last season giving up the third least amount of points to their opponents. Denver finished with 19 turnovers last season and will look to improve on that total. The Broncos only gave up 22 passing touchdowns and 9 rushing touchdowns, which were 5th and 1st in the NFL respectfully.
Don’t buy into the Broncos
Denver is entering this season with a revamped offense and a strong defense, but are in an unfortunate position. The Broncos will go up against arguably the best division in the NFL. While Russell Wilson is a huge improvement on Drew Lock and Teddy Bridgewater, he has not reached his dominant form the last couple of seasons.
The Broncos will start out this season with a relatively easy first half of the schedule. It includes teams like the Seahawks, Texans, Jets and Jaguars, who are all expected to finish in the bottom half of the league. Denver’s second half of the season will get much harder though as they play four divisional games along with the Ravens, Cardinals, Rams and Titans.
Sportsbooks have listed Denver’s win total for the 2022-23 campaign at either 10 or 10 ½ wins. The Broncos are with a completely new coaching staff and a quarterback that has not seen his best play the last few seasons. I expect Denver to have some growing pains with some of their young guys as well this season. I like the value on the under for the Broncos win total this season.
