Casino loss limit defeated by voters in 2008
Missouri once had a casino loss limit. It was $500 every two hours. While Missouri casinos no longer left the docks, they theoretically did every two hours. The $500 loss limit was meant to cover each excursion. The limit only applied to cash purchases of chips or slot play. If a player had chips from a previous period, these could be used during the new one without violating the rules.
The loss limit created an underground market for casino chips and slot tickets. These were sold in bathrooms and other private parts of casinos to help players get around the purchasing rules. High-limit players were forced to gamble in neighboring states like Illinois and Iowa. As Kansas got closer to legalizing casinos, operators decided something must be done to address this policy that was unpopular among its patrons.
In 2008, Missouri voters ended the loss limit. At the same time, the casino tax rate went from 20 percent to 21 percent.
Missouri sports betting
Sportsbooks were approved by voters in November 2024. The state legislature has until the end of 2025 to pass a framework that regulates this form of legalized betting. Most sportsbook licenses will be attached to casinos. Two standalone licenses are available. DraftKings and FanDuel are likely to get those licenses.
Daily fantasy sports contests are also permitted. Fantasy sports contest operators must be licensed in the state. Licensed operators include DraftKings, Fantasy Football Players Championship (FFPC), FanDuel, Jock MKT, OwnersBox, RealTime Fantasy Sports, StatHero, Underdog Sports, and Yahoo Fantasy Sports.
Online gambling options
Options are limited in Missouri. Players can participate in online daily fantasy sports contests and sweepstakes sites. Fantasy sports operators must be licensed. There are no online lottery sales. Online sports betting is prohibited. The collapse of the state’s horseracing industry made mobile off-track betting impossible to license.
No more live horse racing
The Missouri Horse Racing Commission oversees pari-mutuel wagering on horse racing. However, while legal, the horse racing industry is inactive in the state. There are no active racetracks and no off-track betting parlors. Additionally, advance deposit wagering (ADW) apps are not available.
